The Return-to-Work System of the Industrially Injured Workers in Korea

Abstract
The purpose of this study is review return-to-work services for the industrially injured and analyze problems of the services in order to suggest future plan for service improvement.
The results of this study are as followings: First, economical loss from industrial injury is severe. Second, the longer the period of convalescence is, the longer the period of return-to-work and return-to-society is. Third, the ratio of return-to-work and of return-to-original-work is still very low. It is harder for women and old workers to return to work. The injured laborers tend to resume work at companies with 50 or less workers and at companies of requiring heavy-duty works. Forth, insufficient rehabilitation counselors result in insufficient individialized service delivery. Fifth, it is necessary to improve survey method of employment status of the injured workers. Sixth, vocational training fees are being provided for only those whose disability levels are in between 1 to 9. Seventh, vocational rehabilitation service team is very effective for improving quality of the vocational rehabilitation case management and satisfaction of rehabilitation counselors. Eighth, The ratio of vocational rehabilitation budget to total workers¡¯ compensation budget is too small.
Thus, the followings implications are suggested from above results.
First, a variety of return-to-work and job tenure systems are needed to improve return-to-work rate. Second, it is necessary to provide individualized rehabilitation services based on needs of the industrially injured. Third, incentive systems for facilitating early return-to-work should be carried out. Forth, systematic vocational training and community networking are needed. Fifth, functional evaluation system of vocational capacity is necessary for proper job placement. Sixth, rehabilitation budget should be increased to provide quality-individualized services.
